This is an uncirculated 1982 fifty ruble "Obligation Note" from the Soviet Union. In the USA, we call them "savings bonds", but essentially it is a small government loan. the buyer purchases the note for half the listed price (essentially giving a loan to the state), and after a set amount of time the bond "matures" and the buyer can redeem the note for the full listed price.
